ADB ULAANBAATAR GREEN AFFORDABLE HOUSING AND RESILIENT URBAN RENEWAL SECTOR PROJECT

The government of Mongolia and the MUB requested Asian Development Bank's (ADB) support to formulate a project that will (i) translate the existing Affordable Housing Strategy (AHS) into implementable plans, investments, and institutional reforms; (ii) increase the supply of AH; and (iii) enhance city livability through the construction of well-integrated and resource-efficient solutions in strategic locations in the ger areas. This will support the Ulaanbaatar City Master Plan. The project will build on existing ADB projects aiming to integrate and upgrade the ger areas and transform Ulaanbaatar into a more inclusive city; and will also build on prior ADB Housing Sector Finance Project and housing loans to the very poor.

EBRD FEASIBILITY OF ULAANBAATAR HOUSING PROJECT

The task involves overview of the existing situation in the Ulaanbaatar housing sector, including key developers, construction companies and estimates of their market shares, supply and demand analysis and key drivers, current market trends, current regulation for social housing, requirements applicable for energy and carbon performance of new residential developments, building code and construction standard, quality of existing housing stock and housing management arrangements and the current exposure of housing stock to climate hazards and extreme weather events, including the previous costs of weather related damages in financial and socio-economic terms. 

 

The Consultant shall prepare an energy sector overview providing key facts including energy situation, import dependency, country energy matrix, current status of energy efficiency legislation, energy performance of building stock, energy consumption of building sector and specific energy data related to “ger” areas.

WB PRIMARY EDUCATION SECTOR ANALYSIS IN MONGOLIA

Under the GPE ESPDG framework, the ESDC team is contracted by the World Bank to conduct the targeted analysis in the following three areas of primary education in Mongolia focusing on: (i) management of teachers; (ii) curriculum and learning assessment; and (iii) equity in access to education and learning for children with different needs. Based on the analyses, the team has to produce in-depth assessment of the current trends and status of service delivery, outcomes, and functionality related to primary education in the aforementioned strategic priority areas; and develop policy recommendations and key areas of action in primary education that need to be incorporated in the new ESMP to address the existing gaps.

EBRD UB CITY TRANSPORT DEVELOPMENT PROJECT

The Consultant shall review existing studies, notably Ulaanbaatar City Bus Fund - Prefeasibility Study and ensure suitable consultations with beneficiary and key stakeholders (public, private and others), as relevant to the purpose of the study.

 

The Consultant shall analyse bus lines, ridership and service levels to determine bus fleet requirements for existing and future bus networks, considering socio-economic forecasts, urban development schemes and ongoing and planned network expansions in the next 5-10 years.

ADB SECOND EDUCATION DEVELOPMENT PROJECT, TA 3351-MON

The Mongolia Second Education Development Project (SEDP) aimed to promote economic growth and reduce poverty through the provision of education for all in the framework of the Government's Education Sector Strategy. The SEDP was primarily intended to develop and strengthen universally accessible education services. Its secondary objective was to improve sustainable access to quality preschool and basic education in the poorer rural and urban communities. These would be achieved through the the renovation of school and kindergarten facilities and the construction of new schools to set new standards in performance and efficiency.
